New e-EFKA Construction Projects Registry: What Changes With the AMOE

If you are starting a renovation or a new build, or agreeing a land-for-flats arrangement (αντιπαροχή), the first administrative step of the project has changed. Under e-EFKA circular 612126/29-03-2026, a new Construction Projects Registry subsystem has been running in e-EFKA's information system since 30 March 2026. New project registrations now take place exclusively there.

What changed

  • New registrations of all types (private building, private engineering, public construction) are filed in the new service. The old one no longer accepts new registrations.
  • Each project receives a Certificate of AMOE Assignment. AMOE numbers in the new system start with "95".
  • Issuing the AMOE requires acceptance by all responsible parties through Taxisnet. If one of two co-owners does not respond, the project stalls.
  • There is a new Amendment of Details service for changes to an already registered project.

Who is liable

For private projects, the liable parties are the owner or co-owners of the plot. In land-for-flats arrangements, liability is joint and several with the contractor. This means the landowner cannot treat registration and contributions as "the contractor's job". If the contractor does not settle them, e-EFKA can turn to you as well.

Registration must take place before any work on the project begins. It follows that a project should not start without an AMOE. This is an inference from the obligation to register before starting, not an explicit statement in the circular.

Project contributions

The Detailed Periodic Return (ΑΠΔ) for construction projects is submitted exclusively online. Registration and the AMOE are the link between the project, the workers and the contributions. Getting the organisation right from the start avoids corrections later, when you need the project for a transfer or another transaction.

Insurance clearance for the project

Several property transactions (transfers, creation of horizontal properties, electricity connection) have traditionally required an insurance clearance certificate for the project. We have not confirmed in exactly which cases it is required today, so ask us or your notary before planning a timeline.

Projects registered in the old system

The sources we reviewed do not make clear whether changes to previously registered projects are made through the new service. If you have such a project in progress, check before submitting anything.

A practical checklist before you start

  1. Confirm who is liable (all co-owners, the contractor in a land-for-flats deal).
  2. Gather the project details and Taxisnet credentials for all responsible parties.
  3. Submit the registration before any crew goes on site.
  4. Make sure all responsible parties accept, so the AMOE is issued.
  5. Keep the Certificate of AMOE Assignment in the project file.
